Websol Energy System Limited has received formal approval from the Government of Andhra Pradesh for setting up a 4 GW greenfield solar cell and solar module manufacturing facility at MPSEZ Naidupeta.
The approval was issued through a Government Order by the State’s Industries & Commerce Department and follows the Memorandum of Understanding signed with the Andhra Pradesh Economic Development Board (APEDB) on 15 November 2025.
Project Location and Scope
The proposed manufacturing facility will be developed at the Multi Product Special Economic Zone (MPSEZ) in Naidupeta, located in Tirupati district of Andhra Pradesh. Once operational, the plant will have an installed capacity of 4 GW, covering both solar cell and solar module manufacturing, strengthening India’s domestic solar manufacturing ecosystem.
Incentives Approved by the State Government
To support the project, the Andhra Pradesh government has approved a comprehensive incentive package, which includes:
- Allotment of industrial land
- Fixed capital investment subsidy
- Power tariff reimbursement
- Electricity duty exemption
- Subsidy on industrial water charges
- Exemption from stamp duty and registration charges
These incentives are aimed at attracting large-scale renewable energy manufacturing investments into the state.
Captive Renewable Power Plan
As part of the project, Websol also plans to set up a 100 MW captive solar power plant. The captive facility will provide clean and reliable electricity to the manufacturing unit, helping reduce operating costs while improving sustainability and energy security.

The approval of Websol’s 4 GW facility reinforces Andhra Pradesh’s growing position as a hub for solar manufacturing. Ingot-to-module capacity expansion is critical for reducing India’s dependence on imports and supporting national initiatives such as Make in India and Atmanirbhar Bharat.
